From disused reservoir to coastal asset: A heritage-sensitive car park solution

Devil’s Point is a prominent coastal destination on the Plymouth waterfront, valued for its scenic views and historical significance. The site featured a disused reservoir that was no longer in active service. As part of a broader initiative to enhance visitor access and increase parking capacity, the area was designated for redevelopment into a public overspill car park.

Our client’s requirements

The project demanded a surfacing solution that could accommodate light vehicular use, including cars and service vehicles, while respecting the site’s unique constraints. Key requirements included:

  • Heritage sensitivity: A low-impact, visually sympathetic solution was essential to preserve the natural character of the area and avoid the “hard” appearance of urban surfacing.

  • SuDS compliance: The system needed to be fully permeable to manage surface water naturally, particularly given the site’s bowl-like topography and lack of existing drainage infrastructure.

  • Structural stability: The solution had to provide a strong, load-distributing surface capable of performing on the site’s uneven and water-retentive ground without rutting.

  • Minimal disruption: To protect the reservoir structure and manage costs, the client required a system that avoided invasive excavation or heavy ground preparation
